House rules – Use of the IPC car park
1. Regulatory framework
In its meeting on 5th December 2016, Brussels City Council approved decision SJ/J 17.613/G – Private security around the Council of the European Union (EUROPA building) – Checks on people in public – Delineation of the security perimeter – Approval Police regulation.
This decision states that in the perimeter as determined in article 1, §1, of the decision, within which the Residence Palace building is located, access control can be performed by Securitas SA on behalf of the Council of the European Union.
Article 1, §2, provides that access to this zone will be granted to those vehicles that have a valid access permit, including users and visitors of the Residence Palace - International Press Centre.
Staff from the designated security company or from the internal security department of the Council of the European Union are authorized to carry out monitoring activities and to check whether vehicles have a valid access permit.
This measure is in force on all normal working days of the Council of the European Union, as well as for special events.
On occasions that require special security measures, following an evaluation of the general or specific threat and the decisions taken by the competent authorities, and under the power of the police, access to the zone will be forbidden for vehicles that do not have a valid access permit. For these occasions, security staff will be authorized to carry out monitoring activities to check whether vehicles have a valid access permit, to support the work of the police.
2. Application of Impact of this decision on the tenants of offices within the IPC
2.1. Frequent use of the IPC car park
Tenants who want to use the IPC car park regularly will receive an access pass from the IPC, which will be available upon request from the IPC and after registration. This is a personal access pass stating the number plate of the vehicle. The pass will be provided after signing a declaration in which the recipient vouches for the proper and personal use of the access pass, taking account of the fact that the access pass gives personal access to the security zone within which the IPC is located. Any loss or theft of the access pass must be reported immediately to the staff responsible within IPC.
2.2. Occasional use of the IPC car park
Every occasional use of the IPC car park must be registered with the IPC at the latest two days in advance. The identity of the user and the number plate of the vehicle for which is access is requested must be communicated. The appropriate request form must be signed and e-mailed to security@residencepalace.be.
3. Parking facilities for guests
Tenants or clients who want to reserve a parking spot for a guest are required to do so no later than two days before the visit by sending the appropriate request form to security@residencepalace.be.
The request is registered with the IPC, and states the identity of the guest(s) and number plate of the vehicle for which the parking spot is reserved. With the registration, the tenant or client signs a declaration acknowledging that he is granting an external visitor, for whom he is responsible, access to the security zone within which the IPC is located. In this capacity he is also the responsible contact person for the security companies that carry out the access checks.
4. Guests who are brought to the IPC entrance by taxi
Guests who are brought to the IPC entrance by taxi must be reported in advance. This registration is effective by sending the appropriate request form to security@residencepalace.be. This registration states the identity of the applicant, the identity of the guest(s) and the scheduled time of arrival. Only taxis with an official taxi number plate (T xxx – 1 TX – 2 TX) will be admitted.
The applicant is the responsible contact person for the security companies that carry out the access checks.
5. Deliveries
Every tenant or client that is expecting a delivery, where a vehicle needs access to the IPC car park, must report this in advance to the IPC via security@residencepalace.be.

6. Exceptional or unforeseen access to the IPC car park
In exceptional circumstances, a visitor who wishes to make use of the car park, a taxi, or a vehicle with delivery can be reported to the IPC via security@residencepalace.be.
Provisions 3 to 5 remain fully applicable to this registration.
